PUBLIC HEARING:
1. Ordinance 23-05: An Ordinance Authorizing the Issuance of General Obligation
Bonds, in one or more series, tax-exempt or taxable, in an amount not to exceed
$1,800,000, to fund certain capital projects; authorizing the County Administrator
to prescribe the form and details of the bonds; providing for the payment of the
bonds and the disposition of the proceeds of the bonds; providing for borrowing
in anticipation of the issuance of the bonds; and other related matters.

3. Resolution 03-23: Expenditure of Title III Funds for Fiscal Year 2022-2023.

4. Resolution 04-23: Council to consider creating a commission, pursuant to South
Carolina Code Section 4-10-300, et seq. (Capital Project Sales Tax Act), to
provide for the appointment, composition, powers, and obligations of the
commission; and to provide for other related matters.
5. Council to consider authorizing Administrator to sign Task Order # 5- Land
Acquisition Assistance.
6. Council to consider extending the Professional Service Agreement with
Clearwater Solutions, LLC (CWS) for the operation of the Water and Sewer
Department for a period of _______; on the same terms and conditions as the
existing Professional Service Agreement (as amended) which expires September
30, 2023.
7. Council to consider authorizing the Administrator to proceed with Request for
Qualifications and/or Request for Proposals for the operation of the Water &
Sewer Department for a period of ___________; following the same terms as in
the existing Professional Service Agreement with Clearwater Solutions, LLC
(CWS), including hiring those former employees of the Water & Sewer
Department whose employment was transferred to Clearwater Solutions, LLC
(CWS).
8. Council to consider authorizing the Administrator to enter into an agreement for
Consulting Engineering Services with Thomas & Hutton Engineering to develop a
water system hydraulic model in the amount of $68,400.

COMMITTEE REPORTS:
EXECUTIVE SESSION:
Council may go into Executive Session, Pursuant to 30-4-70(1)(1) of the SC Code of
Laws, 1976, as amended, to discuss contractual and personnel matters and to receive
legal advice. Council will go into executive session to discuss Economic Development
concerning Project Cool and Squeeze and to receive legal advice regarding three (3)
petitions seeking approval of revisions to County Ordinances.
