a. Councilwoman Kimberly Rainey: Perception is Reality: (1) Youth/Reese Booker Park (2) Prescription Drug Take Back Day (3) Put the Guns Down Rally (4) 2 Splash Pads? Updates: (1) Water, (2) Habitat for Humanity, (3) Wall Street on Whitehall, (4) Youth (YMCA or Boys/Girls Club), or Identity Center. Fire Hydrants: Why are we allowing the citizens to decorate them? Health/Safety issues/colors determine water flow. Do we need an ordinance? This is city property. (They cost $10,000 to $20,000 each.
b. Councilman Calvin Wiggs: (1) Replacing the lights on the Willie E Burns Sign. (2) In order for the council to work together and move forward in a positive and productive manner, there must be communication and collaboration across the board. We must have clear processes in place and remain committed to following them. As councilmembers, we should not learn of important changes affecting our community through social media or the “street committee”. Open communication, transparency, and respect for established procedures are essential to building trust and effectively serving the people we represent.
c. Councilwoman Susan Branan: (1) Continuing concern over derelict business and personal properties. Work is ongoing to navigate this process in accordance with our city codes and ordinances. There is a process that has to be followed. (2) The Memorial Day Ceremony was very meaningful on the square on May 25th. Many people from our community participated, and Clean Spark was the primary sponsor. Names of our fallen heroes from Wilkes County were read for each war or conflict. Rep. Rick Allen was the keynote speaker. The program was well attended. (3) Habitat for Humanity met with city officials in May. Council members Kimberly Rainey and Susan Branan were also at the meeting. The overall meeting was positive for work in the Washington area. Crystal Martin had arranged the meeting.
XI. Council Action Topics:
a. Councilman Calvin Wiggs: (1) I move that the lights be replaced on the Willie E Burns sign.
b. Councilman Larry Hill: (1) I motion to reinstate all funds allocated to WCCP and 4E Youth Organization for the 2026 budget year.
